Vom 22. bis 25. Juli 2002 trafen sich an der Nagoya University Vertreter von 24 ausgewählten Hochschulen aus den 126 Partneruniversitäten der Nagoya University. Sie waren nach Japan eingeladen worden, um das "Academic Consortium 21" zu bilden - unter ihnen die TU Chemnitz. Zu diesem Kreis zählen vornehmlich Universitäten aus Südostasien (darunter acht aus China, zwei aus Südkorea und Thailand), Australien (Sydney), Nordamerika (Ann Arbor und North Carolina) sowie Europa (neben Chemnitz Paris, Freiburg, Sheffield und Warwick). Die Ziele des unter dem Titel "The University - Architect of the New Century" stehenden Forums wurden in der Eröffnungsansprache des Präsidenten der Nagoya University, Prof. Minoru Matsuo, wie folgt umrissen: "What all of these thoughts eventually led to was an idea that if agreement could be won from some of the principal world universities with which we have academic exchange partnerships, especially at the institutional level, it might be possible to convene regular meetings for thinking together about the role and mission of our universities toward society, and then, further, to have some permanent organization structure and project agenda of a kind that is realizable through joint collaboration. In the event, we were able to secure approval for this plan from an array of world-ranking universities that quite overshot my initial projections. Thanks to this, we are now in a position to launch our meaningful new venture". Die Tagung ermöglichte nicht nur Gespräche mit Vertretern der verschiedenen Universitätsleitungen, sondern gab auch dem Rektor und dem Prorektor für Planung und Hochschulentwicklung der TU Chemnitz Gelegenheit, Profil und Entwicklungsziele der TU in Forschung und Lehre sowie die Bemühungen um eine weitere Internationalisierung darzustellen. Das Ergebnis der Tagung, formuliert in nachstehendem Communique, wurde in feierlichem Rahmen von allen teilnehmenden Hochschulvertretern unterzeichnet.
"1. Objectives of the International Forums The universities and institutions participating in International Forum 2002 under the title "The University-Architect of the New Century" have agreed to establish an international network in order to encourage the further advancement of global cooperation to the benefit of higher education and to contribute to world and regional society.
2. Roles of the International Forums and Academic Consortium 21
(1) We, the member institutions, have agreed that the International Forums shall be held regularly to advance the objectives.
(2) We have agreed to establish "Academic Consortium 21 (AC21)" for promoting international academic exchanges among its member institutions in a strong spirit of cooperation.
(3) AC21, with the mutual collaboration of its member institutions, shall conduct activities contributing to world and regional society.

(4) AC21 shall promote the following activities among its member institutions:
1) active exchanges of students, faculty members and administrative staff; 2) shared access to information on research interests and academic activities; and 3) as appropriate, development of cooperative educational programs.
We hereby agree to accept the objectives and roles outlined in this Communique".
Das Steering-Komitee, das das nächste im Jahr 2004 in den USA oder Australien stattfindende Forum vorbereiten soll, wird sich im nächsten Jahr in Nagoya treffen. In diesem Komitee ist ein Vertreter des Rektorates der TU Chemnitz als Beobachter vertreten. Dem Forum war eine Tagung über spezielle Fragen technischer Universitäten vorausgegangen. Dabei war interessant zu beobachten, mit welchem Nachdruck einer stärkeren Interaktion von Technik- und Kulturwissenschaften mit der Forderung, "to fuse the traditional isolated disciplines and to lower the barriers between the so-called two cultures", das Wort geredet wurde - ein Indiz für die Konkurrenzfähigkeit der TU Chemnitz auch in dieser Hinsicht !
