Objective

Up to 20 doctoral candidates, having received dissertation fellowhips by the Hanns-Seidel-Stiftung, are working on different topics. In addition to the Hanns-Seidel-Stiftung (direction: Prof. Hans-Peter Niedermeier), doctoral candidates are attended to by Prof. Dr. Ludwig Hilmer (HS Mittweida) und Prof. Dr. Gerd Strohmeier (TU Chemnitz).

Topics include:

  • Broadcasting legislation, types of broadcasting services in comparison - basic structures and developments
  • The „Medienordnung 2020“ in the context of development perspectives in broadcasting and internet technology
  • Legitimacy of public broadcasting in the age of pluralisation, digitalisation and medial convergence
  • The Mandate of public brodcasting and its fulfillment ("sensationalism", "sport offensives" etc.)
  • Program development and quality in broadcasting (for example: quality differences between public and private broadcasters)
  • Funding of public broadcasting (budgets, fiscal equalisation schemes, cooperation models)
  • Programme supervision and control
  • Political influencing of public broadcasting (for example: the role of politics in public broadcast committees)
  • The role of foreign broadcasts in the internet age
  • Safeguarding diversity of opinions and controlling concentration (for example: suitability of tv market share as a central criterion in the internet age)
  • The future of print media in the internet age
  • The internet as a tool/medium for election campaigns
  • New ways of participation via the internet
