A Brief Introduction of the Union of Chinese Students and Scholars Chemnitz


("Gesellschaft der Chinesischen Studenten und Wissenschaftler Chemnitz",GCSW in short)

Chapter 1   Regulations

  Item 1   Name, Address and Registration
    1. The Chinese Students'Union in the city of Chemnitz is entitled as the Union of Chinese Students and Scholars Chemnitz.
    2. The official German name of our students union is Gesellschaft der Chinesischen Studenten und Wissenschaftler Chemnitz,abbreviated as GCSW, known as follows.
    3. GCSW is located in Chemnitz, Germany.
    4. GCSW is registered in the list of the students,organizations in Chemnitz University of Technology.

  Item 2   Purposes

    1.GCSW is organized voluntarily by Chinese students, Chinese scholars and their related family members who live in Chemnitz. The purposes of GCSW are:
    1) To represent and maintain the general interest of Chinese students and scholars in a possible range,
    2) To promote the association among members of GCSW,
    3) To enhance inter-cultural communication.

    2. GCSW does not represent for the interest of any political or religious organizations and communities.

  Item 3   Annual Work

    1.The annual working period is from April 1st till March 31st in the following year.

Chapter 4   Membership

  Item 4   Qualification of Memberships

    1. Anyone who is studying, conducting research, working or living in Chemnitz, and who is in accordance with one of following prerequisites ,is qualified to obtain the membership of GCSW:
    1)Possessing the nationality of People's Republic of China(PRC);
    2)Any ethnic Chinese person who does not possess the nationality of PRC can be recommended by every member of GCSW to get the permission as an official member of GCSW.
    2. Revocation of membership is executed by the Students Committee on condition that the interest of GCSW is seriously damaged and the regulations are violated by member of GCSW.

  Item 5   Rights of members

    1.Every member and their families have the rights of participations in each activity held by GCSW and the rights of sharing possible resources belonging to GCSW.
    2.Every member has the right of being invited as the participators of each conference held by members of GCSW.
    3.Every member has the right of understanding, supervising and commenting on the work of GCSW.
    4.Every member has the right of voting, electing, being elected and proposing to GCSW.

  Item 6   Obligations of Committee

    1.Compliance to the regulations and rules of GCSW.
    2.Supporting the work and maintaining the interest of GCSW.

  Item 7   Membership Fee

    1.The amount of membership fee is decided by GCSW if indeed.
    2.Once the membership fee is ensured, members of GCSW are obliged to hand it in to the committee.

Chapter 3   Gerneral Assembly

  Item 8   Operations of the General Assembly

    The highest decisive institution of GCSW is General Assembly. The operations of the General Assembly include:
    1.Listening to and commenting on the working reports of GCSW members;
    2.Electing or recalling the President and vice-President of GCSW.
    3.Formulating and correcting the regulations of GCSW;
    4.Discussing and determining the events aiming at achieving the corresponding progress.

  Item 9   Meeting Convened

    1.General Assembly holds once two years by the council committee, and the session is during spring season. Temporary Assembly can be held by council committee under certain circumstances.
    2.General Assembly should be convened by public notice in written version.
    3.The proposal for General Assembly should be submitted two weeks earlier to the president of GCSW in public written version.
    4.The agendas and results of General Assembly should be recorded in written version.

  Item 10   Resolutions

    1.If the General Assembly is in accordance with the second principle of Item 9, General Assembly enjoys the resolution right regardless of the number of participants. On contrary, the General Assembly enjoys the resolution right under the condition of more than half council committee participating in.
    2.Each resolution is principally voted by secret writing version, unless the opposition of participants.
    3.The resolutions of General Assembly are only be allowed to pass when the supporters surpass the opponents.

Chapter 4   Council Committee, President and Vice-president

  Item 11 Council Committee

    1 .The highest executive institution of GCSW is Council Committee, which is responsible for General Assembly .The obligations of Council Committee as following:
    1)General Assembly should be convened according to the 8th, 9th, 10th and 13th rules included in our regulation.
    2)Council Committee is aimed at fulfilling the second item for diversified activities and tries utmost to inform every member;
    3)To provide the maximum convenience for the resources regales of most members through appropriate ways.
    4)To provide the possibilities of understanding and supervising for members through appropriate ways.
    2. In order to carry out corresponding obligations of the first rule of Item 11, Council Committee has the right of formulating extra specific managing rules.
    3.Council Committee consists of president, vice-president and extra other seven to fifteen members. While president and vice-president are elected by General Assembly, other members of Council Committee are appointed by president and vice-president. Their duties are providing assistance for president and vice-president, which are obligatory.
    4.The resolutions of Council Committee are principally decided through group discussions. Only the supporters surpass the opponents would the resolution be valid; when the supporter's equals to the opponents, resolution should be decided by president.

  Item 12   President and Vice-president

    1.President of GCSW represents the exact group, its duties are to coordinate and manage the entire works of GCSW .Financial expenditures must get the permission of president; vice-president should replace the duties of president when the president is absent.
    2.Vice-president assists the daily work of president.
    3.The term of office of president and vice-president continues for two years.
    4.After the successful elections of president and vice-president, other seven to fifteen members should be announced publicly in one month through agreements of the leaders.
    5.Members of Council Committee should hand in written resign at any time for quit. Vacancy can be settled by discussions of every member of Council Committee. When president resigns, vice-president takes over and new vice-president should be elected immediately through General Assembly; when vice-president resigns, new vice-president should be elected through General Assembly; when president and vice-president resign simultaneously, General Assembly should be organized immediately for a new election, the term of office continues for two years.
    6.To recall president or vice-president should be decided through General Assembly when twenty-five percent members propose. The recall takes into effect when sixty-six percentages are supported. If the president is recalled, the Council Committee should be dissolved and new elections for new president and vice-president should be organized immediately, the new term of office continues two years; If the vice-president is recalled, new vice-president should be elected through General Assembly.

  Item 13   Election

    1.Election for new president and vice-president should adopt the secret writing pattern. Election is presided over by president at the presidency.
    2.Each member is allowed to vote for no more than two candidates, or their votes should be invalid.
    3.Election Committee consists of previous members of Council Committee, the election pattern should be announced ahead of one month.
    4.The more votes get permitted as two final candidates of president and vice-president.
    5.Supervision of voting and recording of voting should be announced publicly.
    6.Process:
    1)Confirming whether the General Assembly has the resolution rights;
    2)Announcement of election, announcement of rules of election ;
    3)Candidates should be fully nominated ;
    4)Asking for authenticities of the volunteering participants;
    5)Candidates give separate speeches;
    6)Ensure the supervisor, recorder and accumulator;
    7)Attendents get empty votes;
    8)Recording and accumulating votes;
    9)The announcement of new list as president and vice-president.

Chapter 5   Supplementary Articles

  Item 14   Formulation and Emendation

    1.Formulation and emendations of this regulation can be allowed after the permission of General Assembly. The elected rule can take into effect six months later.
    2.New rules should be specifically resulted one by one.

  Item 15   Authority for the interpretation

    General Assembly holds the authority for interpretation for the paper of regulations.

  Item 16   Validity of

    This paper of regulations is valid by the endorsement of the time being.
